[ODLPARENT-178] Configuration admin API visible to bundle org.apache.karaf.scr.management_4.2.1 [1 40] is not the same as the Configuration Admin API visible to the SCR implementation.

I just found this in a netvirt karaf built from today's master, after doing opendaylight-user@root>feature:install odl-netvirt-coe, it doesn't seem to have an impact as far as I can tell so far, but wanted to at least file the issue for future analysis & resolution:
