[ODLPARENT-194] karaf4-parent overwrites patched features

opendaylight-karaf-resources contains patched versions, which are our upgrades, but when we assemble the distribution, such as opendaylight-karaf-empty, the resulting archive contains unpatched features.

This leads to a failure to install, because the features are referencing artifacts which are not populated to the local repo.
