[ODLPARENT-214] ODLParent 6.0.0 compilation fails on windows m/c

ODL-PARENT Build fails to compile in windows m/c with the following error.

[ERROR] Failed to execute goal org.opendaylight.odlparent:karaf-plugin:6.0.1-SNAPSHOT:populate-local-repo (populate-local-repo) on project opendaylight-karaf-resources: Failed to execute: Could not resolve URI: file:D:\Open-Day-Light\magnesium-mri\odlparent\karaf\opendaylight-karaf-resources\target\assembly/etc/46d4f695-2443-4de5-a9fe-4bc51cf82e72.xml: Illegal character in opaque part at index 7: file:D:\Open-Day-Light\magnesium-mri\odlparent\karaf\opendaylight-karaf-resources\target\assembly/etc/46d4f695-2443-4de5-a9fe-4bc51cf82e72.xml -> [Help 1]

Use fileSeparator to concat /etc

On windows we have a different file separator, this is probably
causing:
