[ODLPARENT-245] Add an opt-in feature for checking dependency declarations

BGPCEP has neat dependency enforcement configuration, which keeps track of what is really used by a particular project. While this can break a project, it also helps spotting when things change and this can cascade.

Port this configuration into odlparent(-lite?) so that downstreams can just flip a switch.
