[ODLPARENT-298] Do not pull in org.apache.aries.quiesce.api

We are augmenting Karaf's aries-blueprint with aries.quiesce.api. This is used by controller's Blueprint extension to perform orderly restart of blueprint containers.

Once that extension is removed, there is no point in bringiung quiesce.api into the picture, as participants can bring it themselves.
