[OPNFLWPLUG-257] Openflow plugin statistics must be available through the config subsystem

Make the openflow plugin statistics available through the config subsystem. There seems to be some confusion about which config files are included in which distribution (the config files that govern the availability of of-plugin stats through the config subsystem do not seem to be present in most distributions.)
