Regression in OF cluster test

We are not sure if it still an issue on controller or buggy test. </p> <p>I don't know if inJeopardy flag was an blocker issue but I am afraid for this we will need more than just change the test. In my opinion the behavior of cluster was more stable before the patch <a href="https://git.opendaylight.org/gerrit/#/c/45271/" class="external-link" target="_blank" rel="nofollow noopener">https://git.opendaylight.org/gerrit/#/c/45271/</a> was merged.</p> <p>This is not blocker, in fact there is no regression after the controller patch. What we need to make cluster test stable is:</p> <ul class="alternate" type="square"> <li>Patch to update new candidate behavior: <a href="https://git.opendaylight.org/gerrit/#/c/45357/" class="external-link" target="_blank" rel="nofollow noopener">https://git.opendaylight.org/gerrit/#/c/45357/</a></li> </ul> <ul class="alternate" type="square"> <li>Migrate to OVS 2.5.
