[OPNFLWPLUG-873] Was not able to set role SLAVE to device on node

We see the following exception when an ovsdb node connects to ODL. Something here causes further problems as the br-int is not connected to ODL and the csit tests all fail without the connection.

This comes from the csit run below. The link below also shows that the br-int is not connected.
