[OPNFLWPLUG-884] Disallow changing of use-single-layer-serialization on the fly

Prevent changing of use-single-layer-serialization config parameter during runtime, allow it only during controller initialization. This parameter should not be changed after that because it completely changes serialization and deserialization, and so it can cause failing of tasks that depends on them (like statistics).
