[OVSDB-210] NoClassDefFoundError and ODL doesn't allowed to create network from openstack

Build#: Lithium-SR1 with latest bug fixes (2nd week of Sep 2015)
Openstack: stable/kilo
ODL config (on etc/custom.properties)

Openstack setup
=================
eth0 => Mgmt Network eth1=> Data Network eth3 => External Network

Problme/Step to Recreate:
1.Have extracted the tar ball and started karaf
2.performed following action "feature:install odl-dlux-all odl-ovsdb-openstack"
3.Enabled trace of ovsdb "log:set trace ovsdb"
4.After ~8 minutes,stacked the openstack controller,compute node sequential order
5.Create the Network from Openstack side,ODL thrown with NOClassDefFound Error and doesn't allowing to create network on openstack side.

==>Attached two different iteration logs.

Tested combination (and nothing worked)
======================
1.Restart of ODL controller and tried same issue.
2.stop ODL controller,delete data folder in ODL,Start karaf,install "old-dlux-all odl-ovsdb-openstack"
3. stop ODL controller,delete data folder in ODL,Start karaf,install "odl-ovsdb-openstack"
4.Delete the tar ball extract and re-extracted tar ball performed "Step to recreate "

Note:
1.Sometimes combination-4 (from Test Combination) resolving the issue.
2.Checked the tar ball size with build environment and there is no size mismatch issue.
