[OVSDB-225] Remote Security Group - Terminating an instance fails to remove the corresponding rules

I have a scenario for testing remote security groups where in after the VM is deleted, the corresponding rules fails to get deleted

Here is the scenario,
VM1 - SG1 with SG1 remote
VM2 - SG1 with SG1 remote

1)When vm1 is spawned no rules should be there. – AS EXPECTED
2)When vm2 is spawned two rules should be inserted – AS EXPECTED
3)When vm1 is deleted both the rules should be deleted – BOTH RULES STILL PRESENT
