[OVSDB-295] Flows remaining after deleting Instances, Networks and Routers (osl-ovsdb-openstack)

These were discussed over mail. I am recording the observation to confirm the same after the fixes are done for cleaning the flows.

Used ODL1 for Neutron
ODL2, ODL3 for handling OVS

The following operations were done
Create Networks
Create Instances
Create Router
Delete Instances, Router and Networks
Crearte Networks
Delete Networks

The following flows are left in the control and the compute nodes
