[OVSDB-376] hwvtep southbound fails to add a logical switch at the HWVTEP recon

NOTE:fix https://git.opendaylight.org/gerrit/#/c/44091/ solves this issue, but a separated, specific fix is appreciated.

tested devstack + networking-odl + networking-l2gw with odl-netvirt-openstack, to test l2gateway with HP 5930.

The hwvtep southbound fails to add a logical switch in the ovsdb server of HP 5930:
