[OVSDB-64] L3 default route from Neutron needs mac instead of inet address

With the initial L3 fwd implementation in ovsdb,
there is no easy way for doing an arp query and
translating the default gateway's l3 address (from
the neutron external network).

As a temporary fix, the ovsdb implementation will
check if a system configuration for that mac is
provided.
