[RELENG-95] Unmanaged verification test

A test is required to verify that the unmanaged artifacts produced were indeed built against the managed snapshot artifacts and that the unmanaged features load successfully. This test should be required to pass before the unmanaged artifacts can be promoted to the staging repo.
