[SDNINTRFAC-12] Carbon snapshot build failure: version of maven-bundle-plugin

There was a Change in Odlparent [0], which requires a version of maven-bundle-plugin more recent than what Sdninterfaceapp currently hardcodes.

The fix is ready [1]; but until it is merged, snapshot builds are failing.

As there was no successful merge job run for some time, Nexus has deleted Carbon Sdninterfaceapp snapshot artifacts, which prevents Integration/Distribution snapshot build to succeed. As a consequence,

-distribution-check-carbon jobs are failing, preventing all other projects from merging their changes.

E-mails describing the current situation were sent to release mailing list [2].

The current situation is severe enough to warrant immediate removal of Sdninterfaceapp features from integration, possibly even removal of whole Sdninterfaceapp from Carbon autorelease.
