[SFC-191] Updating RSP not working as expected

If I have deployed an RSP

{ FW-1, NAT-1}

. ODL SFC will assign NSP ID = 10 for example.
Then I would like to update the same RSP using the ID and the name of old RSP to be

{FW-2, NAT-2}

. Then ODL SFC deals with this UPDate as a new RSP deployment, so it assigns a new NSP ID = 32 for example and do not delete the old RSP.
So now there is a conflict and the traffic is dropped.

ODL Boron Release was used.
