&lt;p&gt;Does this occur only in inventory-to-inventory case?&lt;/p&gt;

&lt;p&gt;If this does not occurs in topology-to-topology, inventory-to-topology, topology-to-inventory I would suggest closing it as RESOLVED - INVALID, since you are reading and exporting to same instance of model - which logicly means nodes supposed to be filtered out will be still there.&lt;/p&gt;</comment>

New overlay topology is always created but does not contain any nodes. This applies to invetory-to-inventory, invetory-to-topology. Topology-to-topology and topology-to-inventory work fine.&lt;/p&gt;</comment>
