Filtration operation of nodes on Inventory model does not work

New overlay topology is always created but does not contain any nodes. This applies to invetory-to-inventory, invetory-to-topology. Topology-to-topology and topology-to-inventory work fine.</p> <p>Also to clarify terminology, when we write inventory-to-inventory, it means that undelray topology is from inventory model, and new overlay topology will be also from inventory model.
