[TRNSPRTPCE-429] Revision imported on tpce-common-service-types yang model

The otn-common-types model imported was an older revision (181130). This was causing bug when mapping the create connectivity service request (TAPI) into service create (OpenROADM). The OTU/ODU service rate passed to the Device Renderer in the ServiceImplementationRequest was from the revision 181130, and when trying to create the corresponding interfaces in the device, nothing happened as the OTU/ODU Rate Identity was not from the revision 200327. Which ended up in a service created without the devices correctly configured by the Device Renderer and the OLM modules.
