All checkOSNR methods rely on Catalog primitives which implies to have a Catalog loaded in the datastore. <br/> This catalog is a public json file available on OpenROADM Github, which can be shared. It could be loaded also from OR models (starting from Release 11, /specification directory)<br/> The file apidocCatalog10_1OptSpecV5_1.json is currently used for tests, So it is under pce/src/test/resources. We need to add this file so that it is also part of pce/src/main/resources, and to write a script, so that when tpce is installed, the catalog is automatically loaded in the DataStore.</p> TRNSPRTPCE-714
