[TSC-110] Add TSC project attendance scraping automation

As part of the stats we want to collect for the Managed Release, we need to collect stats about MR project TSC attendance. All MR projects are required to send a rep to TSC meetings at least half the time. Project reps are to log their attendance with an entry in the meeting minutes, as collected by meetbot. Examples of possible logs include:
