Summary
This is a request for Neutron Northbound project to join as a Managed project for the first time.

Healthy Community
Neutron Northbound project has been a part of ODL release and maintained as dependent of
several project like NetVirt etc.

Responsiveness
Most committers are active, subscribing to mailing list and JIRA. Weekly irc meeting is
held on feenode.net #opendaylight-neutron.

Neutron Northbound project acknowledges that we're required to submit checkpoints on time. It has the history of submitting milestone report in the past.
