[TSC-80] ODL Parent Fluorine Release Plan

In Fluorine, activity in ODL Parent is intended to be as seamless as possible for downstream users: only mostly upgrades and bug fixes, as detailed in its release notes. The biggest upgrade is to Karaf 4.1.5, which allows us to align all our Jetty dependencies and fix a number of issues related to version skew there. Other interesting upgrades are Jolokia 1.5.0, Jersey 1.19.4, Guava 23.6; all our major upstream dependencies are upgraded to their latest minor release.

The initial release for Fluorine will be 3.1.0, for which patches are already available. 3.1.1 is available; it fixes an issue with FindBugs, and provides the old-style prompt in Karaf distributions — neither of these fixes require a full upgrade, they can be handled on a case-by-case basis in individual downstream modules.
