[UNIMGR-38] L3 VPN: L3 traffic between CPE2 to CPE1 fail - on CPE1 table 19 has all entries but on CPE2 some entries are missing

updated the ODL to new build (distribution-karaf-0.5.2-20161228.123237-287.tar.gz)
add a tenant with a L3 service:
2CPE 2 UNIs in each - basic traffic between CPE1 and CPE2
from CPE1 UNI1 to both ports on CPE2 - pass
CPE2 UNI1 to CPE1 - fail

table 19 on CPE2 doenst have all entries for both UNI ports

scenario of test:
create configuration of L3 service between CPE1 and CPE2 (both UNI ports)
send traffic:
c1u1_to_c2u1 - ok
c1u1_to_c2u2 - ok
c2u1_to_c1u2 - failed --> traffic from host 110.2.1.2 to host 110.1.2.2
