[USC-10] The transaction data was lost partly when sending or receiving big data

when sending or receiving big data through USC channel, the transaction data was lost partly.The reason is the big data was split to small frame, when the frame size is 65536, the header payload size becomes zero, since it only has two bytes(max is 65535).
