[VPNSERVICE-53] Delete VLAN, ELAN instance ,ELAN port does not delete Table 52 ,Table 55 and groups

Delete VLAN interface Table 0 entries gets deleted
Delete ELAN instance and ELAN port

Table 52/55 and groups remains

Table 52/55 should get deleted .

Groups not getting deleted though group deletion is sent and bad group id error being thrown . Need to check if it is due to OVS issue
