[YANGTOOLS-1106] Add support for anydata value streaming

We currently do not support anydata values in codec-binfmt, which results in failure to serialize should a user attempt to write content containing anydata to a stream.

Design a persistence interface, which would allow properly-structured anydata values to be streamed out and read back and implement it.
