[YANGTOOLS-1145] Convert yang-xpath-impl into a JPMS module

We have pretty much everything we need for this to work. A slight problem comes with OSGi annotations, but then we are okay with conversion.

One problem might be reliance on the implementation by downstreams, but that should be mostly okay if we switch – we do provide the ServiceLoader, OSGi and inject hooks, so users should be able to switch very easily.
