[YANGTOOLS-564] YANG Statements should return primitive types where possible

ConfigStatement, FractionDigitsStatement, PositionStatement, RequireInstanceStatement, ValueStatement and YinElementStatement all define getValue() to return a @Nonnull object which corresponts to a primitive type.

Update the API definition to return primitive types, making it easier for users of these.
