Add BindingVersions holder class

We need to define a BindingVersion holder class, which will reside in yang-binding. It should hold per-version integer constants, plus a CURRENT constant.

It also needs to expose a set of assertFoo() methods, in terms of 'assertCodeHelpers(int)', assertConcepts(int) and similar, which will check for construct compatibility.
