There are many different upstream repos that we install packages from. Examples below. Mirrors or direct urls would be more reliable.

- github can be replaced with https://git.openstack.org/cgit/openstack/requirements/plain/upper-constraints.txt?h=stable/queens
- rdo replaced with http://mirror.ca-ymq-1.vexxhost.openstack.org:8080/rdo/
- @mnaser mentions this mirror is not fully supported so it could break
- pypi: nexus3.opendaylight.org
- zxiiro mentions if lf-infra-wrapper is used then this should already be used
