after briefly running some upstream CSIT system test suites in a local environment, it's noticed that we cannot make a basic ovsdb connection
from ovs node to controller (e.g. "ovs-vsctl set-manager")
with TRACE level debugging on org.opendaylight.org.lib these are the
only logs we see when ovs tries to connect:

attached is the karaf.log which will have logs that came while things were
ok and system tests were passing. Also attached are two packet captures
showing traces when this problem is happening, as well as when things are
ok (just for reference)
