Add blueprint and clustering support to sxp-controller

In order to use sxp-controller in clustered environment following requirements have to be fulfilled:

• add blueprint startup (precondition for singleton service provider)
• implement clustering support (instance start/stop upon leadership change)

Initial proposal will force sxp to run as one instance / one listener in the same time among all cluster nodes.
