Parser accepts duplicate identity definitions

    Description

      We have an explicit test which relies on equality squashing of identity definitions. Duplicate identities are an RFC7950 violation (https://tools.ietf.org/html/rfc7950#section-6.2.1) and should be caught when encountered.
