Correctly tag unique constraint violations

    Description

      UniqueConstraintException and UniqueValidationFailedException are reported when we detect violation of a unique constraint.

      As per RFC6020 section 8.3.1  we should be providing appropriate YangNetconfError information with them. Make both exceptions YangNetconfErrorAware.
