Expose YangInstanceIdentifier codec from codec factories

    Description

      We have a need to emit raw normalized data, essentially transplanting it into a foreign document.

      Both JSON and XML codecs already have this capability, but it is not expose. Expose their respective internal codecs via AbstractCodecFactory.instanceIdentifierCodec().
