Heap dump analysis done as part of CONTROLLER-1898 shows that AugmentationIdentifier is a rather common and widely shared construct, just like NodeIdentifier.

Create an equivalent of NodeIdentifier.create() so that users can create a globally-shared AugmentationIdentifier instances.
